Abstract
International
Business combines local with offshore resources to deal with Continuity and
Risk Management Converging Network Surveillance Systems. Such systems deal with AV Recordin=
g,
Editing, Monitoring, and Distributing & Selling. This study deal with the topic withi=
n 2
main perspectives. The first perspective is the institutional instructor and
professor’s perspective. The 2nd perspective is the studen=
ts
ADA perspective. This is the perspective of a student that is hearing impai=
red,
but does not know sign language. Therefore, in such special cases, the
institution, such as a university is required to provide such a student wit=
h a
professional captionist to comply with ADA (American with Disabilities Act)
laws. Together, these complementary perspectives draw a more complete pictu=
re compared
to either view point by itself.

This
study provides a professional and scholarly forum in the essential field of
business continuity and risk management with particular emphasis on decisio=
n making
using a multidisciplinary approach to the convergence of security, risk
management, educational multi-media, auditing and business continuity disas=
ter
recovery issues. It deals with risk assessment, contingency planning, syste=
ms
security, crisis and disaster management, and recovery planning, as well as
public policy regarding infrastructure and security, as they coverage in
training organizations, and higher education in particular.
We
develop an academic and professional system to surveillance video, using
practical methods, theories, and experiences in the area of business contin=
uity
and risk management. This growing experiment is vital to lead an organizati=
on
in the process of systematic decisions to protect people, assets and operat=
ions
and to ensure the survivability of an organization from disaster, such as a
hurricanes, floods, earthquakes, etc. A broad spectrum of threats,
vulnerabilities and risks will be addressed and the most useful cost effect=
ive
strategies and plans to prevent and mitigate disaster will be addressed, and
most importantly developing a business model for funding.
We
target Professionals, academics, researchers, planners, managers, and policy
makers that are dealing with all these issues of terrorism, homeland securi=
ty,
and special incidents such as shooting in the classrooms.
This
study is a combination of a scholarly research, methodological articles, re=
view
papers, and a case study of our experience. It focuses on educational approach=
es,
but can be applied to a wider range of cases. Special issues are devoted to
important topics falling within the scope of business continuity and risk
management, in higher education and the campus environment.
We
focus on Professional Practices of Business Continuity in the university
environment noting, that nobody has yet realized that the single most impor=
tant
item is the educational contents and not the physical assets. Our focus is on recording the AV (=
Audio
Video) content, to sustain business continuity even if the facilities are
submerged or useless and the entire organization has been redistributed on =
the
internet WWW (World Wide Web).
We
describe the Project initiation and management, as well as the Risk assessm=
ent,
and the Feasibility analyses for control alternatives. We look at the Business impact ana=
lysis
from a revenue generation point of view as new and different Business
continuity strategies. Our st=
rategies
are based on new revenues that will fund Coordinating emergency operations,
Developing and implementing a business continuity plan, Testing and maintai=
ning
business continuity capabilities, Training and awareness, Crisis
communications, Coordination with external agencies and Disaster recovery. =
The
development of Business continuity software includes the Infrastructure Cri=
sis
and Public Policy for recording, editing, packaging, and distributing these=

contents. We supplement faili=
ng
transportation infrastructure, & Energy transmission grid shortfall, wi=
th
direct DVD-recording and burning Data network infrastructure. This infrastructure will be a prof=
it
rather than a cost center. The
Infrastructure investment and economic activity will be funded from the rev=
enues
that our business model generates.
Our approach is based on Successful public-private partnerships, bet=
ween
the educational institutions mostly public, and the security audit industri=
es
together with producers and publishers of AV instructional materials, mostly
private.
Risk
Management and Decision Technology include motion and voice tracking network
cameras that alert decision makers to a disaster, or an intruder shooting i=
n a
classroom. Risk management mo=
deling
software helps calibrate the sensitivity of the system to changes. We are Modeling risk decisions with
imprecise information such as the noise level that distinguishes normal
classrooms, from a classroom shooting massacre. We are dealing with Attitud=
inal
based strategy development of the involved professional and lay communities=
. The idea of "big brother"
watching and recording every AV while broadcasting it on the WWW.
We
are using Computational intelligence of the surveillance network camera sys=
tems
for mitigating disasters, and Disaster management using fuzzy modeling, and
fuzzy logic. We treat the AV
contents as part of the Knowledge management process, dealing with Natural
Resources, such as terrorists air pollution and Environmental Threats, such=
as
floods, hurricanes, and earthquakes, Energy shortage, and educational
Enterprise sustainability. In=
terms
of Globalization and development issues, we outsource the editing, captioni=
ng,
transcribing, to remote offshore destinations such as China and India. It becomes part of a safety
framework, and Natural disasters Crisis Leadership and Organizational
Resiliency.
This
system will help us cope with Natural, technological, industrial, and terro=
rism
events using the Threats of offshoring and outsourcing as part of the Supply
chain management risk solution. We
have to deal with Reputation risk management of professors and universities
that are afraid of over exposing themselves to outside scrutiny. We are dealing with Governance, ri=
sk and
regulatory SOX, HIPPA, ADA compliance, and their Role of reducing insurance
costs. Likewise, we are deali=

with Enterprise Risk Management and the Uncertainty in the global economy.<=

captions of a single university course, with additional sections of the same
course. Thus, we divide the average cost by more and more units of credit
hours, reducing the cost per hour. In addition, we can use it for auditing
purposes, ignoring for now the legal and privacy issues of a “big
brother” environment. This technology enables the auditors to know wh=
