Abstract
This paper describes a research project about “Outsourcing & Repurposing Classroom Surveillance HD AV DVDs for Continuing Professional Education (CPE), Distance Learning & Free Public Service World Wide Web (WWW) Google Webcasting.” It is especially relevant due to the economic slowdown, the rise of terror worldwide, as well as on the campuses of American universities. Likewise, the rise of the cost of higher education, gives universities an incentive to reduce the cost, while increasing the quality of education. This research helps achieve multiple objectives, including but not limited to all of the above. For example, professors that know that the security systems broadcast their lecture world-wide, transcribe it and publish the transcripts, & making them instant authors, will work harder to improve their lectures, especially if they could split the proceeds of these recordings, with the university. See appendix for examples of cell phone and browser views, which a remote monitors could use to pan tilt and zoom the cameras from anywhere in the world, using the WWW (World Wide Web) internet connectivity.
A forensic audit is an investigation of such surveillance Audios and Videos (AVs). This discussion will provide some examples of the type of problems that such audit may reveal, and a traditional audit will probably miss. As a professor that submits false travel papers, purporting to be at a conference presenting a paper at a different city, as he visits the classroom to pickup a paper that he forgot. Such discovery may lead to the dismissal of a tenured professor, on the grounds of submitting fraudulent travel papers. Another example deals with an instructor that has cancelled too many classes without the approval of the administrators (and without sufficient reason), as required by the faculty manual. The students were happy to cancel classes, so they could do something else instead, and catch up with other classes. Other discoveries include, but are not limited to, fixing malfunctioning equipment in the classroom, much earlier than would otherwise be possible, such equipment includes overhead projectors, computers, telephones, tables and chairs, blackboards, cooling and heating systems, speakers, lighting etc. Likewise, these AVs help reduce the theft from the classroom, especially the missing blackboard markers, erasers, etc. In summary, the improvement in equipment and classroom maintenance and loss reduction alone justified by itself the additional cost of the security system forensic audit, proving it cost effective.

The
case of repurposing security PTZ-cams footage for instructional purposes is a
classic example of such opportunity.
Due to the fact that the technology facilitates a professional security
employee from Asia to monitor a classroom at the University of Miami, in
real-time, using his cell phone as a camera remote control to PTZ (Pan, tilt,
& Zoom navigating the cameras), even as he fulfills his duties as a
security guard in Asia, at the same time. "Offshoring of services (business
processes) is becoming increasingly widespread, and there seems to be tendency
to move upward towards higher value creation activities. Asian countries have
in particular benefited from the trend by offering lower cost, a pool well
educated personnel and good language skills." as the Journal of Asia

This paper describes repurposing classroom surveillance Audio/Video recording files and DVDs, for Continuing Professional Education (CPE) and other applications. Such applications include, but are not limited to, Distance Learning & Free Public Service via WWW using Google, or YouTube, Webcasting, and test review for students in the class. Since the High Definition (HD) AV is just a by-product of the surveillance system, with a marginal cost of zero to the university; it can be distributed for free without any financial burden on the producers or the consumers. Moreover, it can be used for fund-raising by advertising sponsors, and promoting the professors in the videos. Since Google Video produces statistics such as number of hits, views, downloads, ranking, comments, and rating, it can be used as an automated vetting system for instructor effectiveness, as well as publishing opportunities, in addition to the original and initial purpose of security and safety promotion. The importance of HD is relevant from both security and learning perspectives. For security reasons, HD can help to identify individual facial features. For learning purposes, it is important for the viewer to clearly replicate the instructions, especially when dealing with scientific data, such as computer program codes, etc.

Teaching & Working with Audio/Video (AV) surveillance computer auditing PTZ (Pant Tilt & Zoom) network camera systems, spying on military targets, terrorists, corporate crooks “cooking the books”, ordinary criminals, especially reviewing college campuses, where students turned killer can roam free and slaughter entire classes, as soon as they want to express themselves.
Explain why the world really needs your product or service:
Students need to review classes to better understand the
material, especially for tests, to make up a class they missed. Slackers need the product, since they
procrastinate studying, and they have to cram before the exam. Videos and video DVDs give them
the hope of being able to catch-up with the instructor and hope to pass the
class finals. Top students need it since they want the extra confidence that
they will get the highest possible grade.
The remainder of the students need it even if
they do not intend to use it, just as an insurance policy, and it is free of
charge. The revenues that the videos produce from sales to students, other than
those in the class, and/or from extra premium service, such as HD video instead of LD
(Low Definition) can reduce the tuition and help fund needy students,
especially students with
disabilities: deaf, blind can read the Braille transcripts, and subtitles. Professor need video archived lectures
that they can use to playback what they have already said many times
before. They become instant authors
of the AV lecture and transcript, and thus comply with the
publish or perish requirements by publishing the lecture transcripts,
and producing articles and books from them. They can improve their teaching when
they see themselves on video on the internet, especially, when other students
& experts surf, view, download, rate, critic & buy their HD (Hi
Definition) Videos. More so, the
quality of the HD videos is better that the naked eye of the students. Publishers need a free automated
vetting system to pick the best topics, best professor, and best WWW experts to
decide which text books to publish, which topics to cover, and who should the
authors be. They can even have a
team of professors each contribute their 5 minutes of most downloaded, viewed,
purchased, rated videos to supplement their text books. Attorneys can select the best expert
witnesses for expert witness testimony and computer litigation support
professionals by reviewing web videos of their
lectures about their specialties, and experience. Especially when they
role-play “cops and robbers” mock-trials in the classroom. Students split into robbers, who “cook
the books”, cops who find the crooks, auditors who uncook the books and
help convict the crooks, while role playing expert witness testifying and cross
examining opposing experts. The
remainder of the class role plays the lawyers, judge and jury, of the
mock-trials. Corporate
sponsors need the
lecture videos to advertise their products and services to young,
professional, college-bound, prime marketing targets. Universities that have regular classes,
blended learning, as well as online distance education, can repurpose the
recording of the regular classes, to supplement their blended learning
services, and most importantly distance education and continuing
education. Such continuing
education self-study services include, but are not limited to, Continuing
Professional, Legal, & Medical education (CPE, CLE, CME) while serving
their alums and soliciting them for funds.
Such alums can not only consume such services, but also provide them as
part of guest speaker programs, in which they visit classes and deliver
seminars on their specialties. An
example can be a movie star, or a
football star (such as Bernie Kosar) coming back to school to teach about the
sport management industries,
delivering mini lectures, while donating a new wing to a business school
he attended. Universities need to
raise money to fund education, research, and advertise their products and
services, as well as protect themselves and the students from classroom violence
(
subtitling, & translations) to experienced offshore
professional engineers, software developers, programmers, accountants, photographers, journalist-writers, and computer
security personnel, in real-time and for
over-night delivery, is also unique. For example, while we are teaching in
Miami, we can have a team of professional experience computer surveillance
camera network engineers in India that will not only PTZ the cameras, and monitor
the recording, streaming, translation, webcasting, etc, but will also supervise a team of professional
writers. These writers will edit
the transcripts, correct writing and content errors, and upload the revised and
edited content, so it is available on the WWW the next morning, for the cost of
an American graduate assistant.
