Forensic Audit of Outsourced & Repurposed Classroom Surveillance HD AV DVDs for CPE, Distance Learning & Free Public Service WWW Google Webcasting

Abstract

This paper describes a research project about “Outsourcing & Repurposing Classroom Surveillance HD AV DVDs for Continuing Professional Education (CPE), Distance Learning & Free Public Service World Wide Web (WWW) Google Webcasting.”   It is especially relevant due to the economic slowdown, the rise of terror worldwide, as well as on the campuses of American universities.  Likewise, the rise of the cost of higher education, gives universities an incentive to reduce the cost, while increasing the quality of education.  This research helps achieve multiple objectives, including but not limited to all of the above.  For example, professors that know that the security systems broadcast their lecture world-wide, transcribe it and publish the transcripts, & making them instant authors, will work harder to improve their lectures, especially if they could split the proceeds of these recordings, with the university.  See appendix for examples of cell phone and browser views, which a remote monitors could use to pan tilt and zoom the cameras from anywhere in the world, using the WWW (World Wide Web) internet connectivity.

A forensic audit is an investigation of such surveillance Audios and Videos (AVs).  This discussion will provide some examples of the type of problems that such audit may reveal, and a traditional audit will probably miss.  As a professor that submits false travel papers, purporting to be at a conference presenting a paper at a different city, as he visits the classroom to pickup a paper that he forgot.  Such discovery may lead to the dismissal of a tenured professor, on the grounds of submitting fraudulent travel papers.  Another example deals with an instructor that has cancelled too many classes without the approval of the administrators (and without sufficient reason), as required by the faculty manual.  The students were happy to cancel classes, so they could do something else instead, and catch up with other classes.  Other discoveries include, but are not limited to, fixing malfunctioning equipment in the classroom, much earlier than would otherwise be possible, such equipment includes overhead projectors, computers, telephones, tables and chairs, blackboards, cooling and heating systems, speakers, lighting etc.  Likewise, these AVs help reduce the theft from the classroom, especially the missing blackboard markers, erasers, etc.  In summary, the improvement in equipment and classroom maintenance and loss reduction alone justified by itself the additional cost of the security system forensic audit, proving it cost effective.

 

 

"INTERNATIONAL OUTSOURCING TRENDS CREATE GROWING OPPORTUNITIES FOR ASIAN FIRMS" (http://findarticles.com/p/articles/mi_qa5499/is_200612/ai_n21406589  ) as the Journal of Asia Entrepreneurship and Sustainability,  Dec 2006  by Trondsen, Tor Jarl describes it.  The journal proceeds to say that "The purpose of this paper is to address some aspects of outsourcing with particular emphasis of offshoring, (also named international outsourcing, international sourcing, cross border sourcing). Outsourcing projects are not always successful, whether they are local, regional or cross border. The paper addresses some of the underlying theoretical fields that should be taken into consideration to make outsourcing successful for both parties, with emphasis on the international aspect."

 

The case of repurposing security PTZ-cams footage for instructional purposes is a classic example of such opportunity.  Due to the fact that the technology facilitates a professional security employee from Asia to monitor a classroom at the University of Miami, in real-time, using his cell phone as a camera remote control to PTZ (Pan, tilt, & Zoom navigating the cameras), even as he fulfills his duties as a security guard in Asia, at the same time.  "Offshoring of services (business processes) is becoming increasingly widespread, and there seems to be tendency to move upward towards higher value creation activities. Asian countries have in particular benefited from the trend by offering lower cost, a pool well educated personnel and good language skills." as the Journal of Asia Entrepreneurship and Sustainability claims.

 

In our case, of teaching computer information systems auditing & security, in addition to a professional security a profession computer auditor can join the monitoring of this University of Miami classroom, and the course about "computer auditing" and edit the American professor’s transcript over night.  This way, if the Indian editor finishes the editing work during the day time in India, he could upload the edited transcript to the internet, making it available to students for printing and studying.  The cost to the American university of having 2 professionals monitoring and editing the lecture, will be lower than hiring a local under graduate student ($10 an hour).

 

This paper describes repurposing classroom surveillance Audio/Video recording files and DVDs, for Continuing  Professional Education (CPE) and other applications.  Such applications include, but are not limited to, Distance Learning & Free Public Service via WWW using Google, or YouTube, Webcasting, and test review for students in the class.  Since the High Definition (HD) AV is just a by-product of the surveillance system, with a marginal cost of zero to the university; it can be distributed for free without any financial burden on the producers or the consumers.  Moreover, it can be used for fund-raising by advertising sponsors, and promoting the professors in the videos.  Since Google Video produces statistics such as number of hits, views, downloads, ranking, comments, and rating, it can be used as an automated vetting system for instructor effectiveness, as well as publishing opportunities, in addition to the original and   initial purpose of security and safety promotion.  The importance of HD is relevant from both security and learning perspectives.  For security reasons, HD can help  to identify individual facial features.  For learning purposes, it is important for the viewer to clearly replicate  the instructions, especially when dealing with scientific data, such as computer program codes, etc.

To keep it short: No more than two typewritten pages, 8.5-by-11 paper; drop the remainder pages that exceed 2 pages, type no smaller than 8 point, feel free to change the type size, using MS-Word.  South Florida focus: we are South Florida residents (Broward, Miami-Dade, Monroe and Palm Beach counties). The Internet is great, but we consider primarily Miami were we have students travelling all over the world for their business, students from Finland, Philly or Tampa, therefore, they need to review classes that the missed or did not fully understand the first time around, especially since a lot of them are foreign nationals, and English is not their mother tongue.

This is not an established business: rather it is a proposed business, not even in the Start-up phase (less than one year since opening).  It is a research project that may turn into a business. No existing franchises: We don't allow business plans for existing franchise operations … even if they're new to the market. If you've come up with a franchise idea all by yourself, fine; but if you're implementing someone else's franchise plan, it's not eligible for consideration.

We come up with a franchise idea all by ourselves.  This franchise will offer such services to the universities, in return for reduced cost of the surveillance system, a share in the revenues from students purchasing DVDs, and sponsors advertising banners on the videos, audio files, and transcripts eBooks produced from the AV files, by automated transcription software (such as Dragon Naturally Speaking).  We are not implementing someone else's franchise plan; no such franchise has ever existed.

Getting personal: Tell us a little about yourself-

We are Professors and students at the University of Miami for over 25 years, teaching computer auditing, surveillance, expert witness testimony, and computer litigation support. One of us is a Disabled veteran of the IDF (Israeli Defense Force), graduate of the Israeli military boarding school academy for officers, specialized in military surveillance intelligence research.  Rest of your management or proposed management team:  Students taking classes and interested in reviewing lectures, especially when they miss classes, or are disabled and need special help  that is provided to comply with ADA (Americans with Disabilities Act).

What experience do you bring to the table?

Teaching & Working with Audio/Video (AV) surveillance computer auditing PTZ (Pant Tilt & Zoom) network camera systems, spying on military targets, terrorists, corporate crooks “cooking the books”,  ordinary criminals, especially reviewing college campuses, where students turned killer can roam free and slaughter entire classes, as   soon as they want to express themselves.

Explain why the world really needs your product or service:

Students need to review classes to better understand the material, especially for tests, to make up a class they missed.  Slackers need the product, since they procrastinate studying, and  they have to cram before the exam.   Videos and video DVDs give them the hope of being able to catch-up with the instructor and hope to pass the class finals. Top students need it since they want the extra confidence that they will get the highest possible grade.  The remainder of the students need it even if they do not intend to use it, just as an insurance policy, and it is free of charge. The revenues that the videos produce from sales to students, other than those in the class, and/or from extra premium service,  such as HD video instead of LD (Low Definition) can reduce the tuition and help fund needy students, especially  students with disabilities: deaf, blind can read the Braille transcripts, and subtitles.  Professor need video archived lectures that they can use to playback what they have already said many times before.  They become instant authors of the AV lecture and transcript, and thus comply with the publish or perish requirements by publishing the lecture transcripts, and producing articles and books from them.  They can improve their teaching when they see themselves on video on the internet, especially, when other students & experts surf, view, download, rate, critic & buy their HD (Hi Definition) Videos.  More so, the quality of the HD videos is  better that  the naked eye of the students.   Publishers need a free automated vetting system to pick the best topics, best professor, and best WWW experts to decide which text books to publish, which topics to cover, and who should the authors be.  They can even have a team of professors each contribute their 5 minutes of most downloaded, viewed, purchased, rated videos to supplement their text books.  Attorneys can select the best expert witnesses for expert witness testimony and computer litigation support professionals by  reviewing web videos of their lectures about their specialties, and experience.  Especially when they role-play “cops and robbers” mock-trials in the classroom.  Students split into robbers, who “cook the books”, cops who find the crooks, auditors who uncook the books and help convict the crooks, while role playing expert witness testifying and cross examining opposing experts.  The remainder of the class role plays the lawyers, judge and jury, of the mock-trials.   Corporate sponsors need the  lecture videos to advertise their products and services to young, professional, college-bound, prime marketing targets.  Universities that have regular classes, blended learning, as well as online distance education, can repurpose the recording of the regular classes, to supplement their blended learning services, and most importantly distance education and continuing education.  Such continuing education self-study services include, but are not limited to, Continuing Professional, Legal, & Medical education (CPE, CLE, CME) while serving their alums and soliciting them for funds.  Such alums can not only consume such services, but also provide them as part of guest speaker programs, in which they visit classes and deliver seminars on their specialties.  An example can be a movie  star, or a football star (such as Bernie Kosar) coming back to school to teach about the sport management industries,  delivering mini lectures, while donating a new wing to a business school he attended.  Universities need to raise money to fund education, research, and advertise their products and services, as well as protect themselves and the students from classroom violence (Virginia Tech University (2007)).  Likewise, they need to improve the quality of the teaching, while rewarding good instruction, promoting security and safety, raise funds and satisfy their corporate   sponsors,  help slackers improve their performance,  raise the university student retention rates, and   attract new students via the Internet. Likewise, they have to comply with laws such as ADA (Americans with Disabilities   Act) and provide assistance to students with disabilities free of charge.  For example, deaf students can view the subtitled videos and understand the lecture better, while the blind can listen to the audio recording.     What sets it apart from the competition:  What sets it apart from the competition is that the surveillance system produces these videos, DVDs, transcripts, and translations free of charge, instantly, and automatically broadcasts them to the Internet.  This system burns DVDs that it then uploads to an e-commerce site, making these DVDs available for sale, as soon as the bandwidth permits.  This system webcasts in real-time, as well as archives the videos  locally to a Secure Digital (SD) removable media, DVD-Burners & recorders, the instructor’s hard drive, and a remote web server for the WWW, as well as to WIFI cell phones of the students, parents, and  security personnel, while embedding banners and advertising of sponsors in the videos, to raise money. This is especially important in view of the failures of some of the top academic organizations and corporations to monetize and fund their AV recording and videos lectures.  Such organization includes but is not limited to Google, MIT, UCLA, NYU, etc. Likewise, these PTZ internet security  cams can alert authorities in the event of shooting in the classroom, turn on sirens, and announce on loud speakers emergency messages, such as "alert shooting in classroom 100 in the memorial building room 102," telling the shooter to "lay down his gun" and that "help is on the way."   Another distinguishing feature setting it apart from the competition is an automated testing system that tests students on and offline, on the  web, and on PDAs and telephones, marking their deficiencies, matching these deficiencies with AV clips, and re-assembling and re-purposing these recordings automatically, into custom tailored playback lists, for individual users burned to custom media (DVDs, CDs, SDs, & Memory Sticks) on demand in real-time and archives, as well as streamables,  downloadables, & printables.  The clickable feature of the ads is another distinguishing feature;  viewers of the videos on a computer, phone, or any Java-enabled device such as the new gaming devices (Sony PS3’s)  can click them and the device will automatically dial a toll-free number embedded in the video, as well as port the viewer to a URL combined with the toll-free number of a sponsor to speed and facilitate real-time ordering and processing of sponsors goods and services.  Using Skype, viewers can click the special Skype image embedded on the video and talk to an operator, while surfing the sites of the sponsor, to get real-time Voice Over IP - Internet Protocol (VOIP) operator assistance for buying, ordering, or servicing products.  The option to outsource PTZ camera controls as well as editorial work (editing & revising the automated transcripts,

  subtitling, & translations) to experienced offshore professional engineers, software developers, programmers, accountants,  photographers, journalist-writers, and computer security personnel, in real-time and for  over-night delivery, is also unique.  For example, while we are teaching in Miami, we can have a team of professional experience computer surveillance camera network engineers in India that will not only PTZ the cameras, and monitor the recording, streaming, translation, webcasting, etc, but will  also supervise a team of professional writers.  These writers will edit the transcripts, correct writing and content errors, and upload the revised and edited content, so it is available on the WWW the next morning, for the cost of an American graduate assistant.  This is applicable to outsourcing the engineering to countries such as Israel, with sufficient experience and brain power to bring new technologies to market.  Likewise, the programming can be outsourced to India, while tech support and other activities are outsourced to Indonesia, Malaysia, Thailand, and similar countries. All such offshore outsourcers are working during their daytime, while it is night time in the US.  So the work can be available for the next day, using the WWW, Skype casting VOIP communication technologies.  The most important distinguishing advantage of our approach is the zero variable cost and the minimal time to market.  The market value of such materials approaches zero and becomes outdated very fast, especially in the high tech areas.  Thus, the regency of the instructional materials is extremely important and minimizing time to market is crucial.  For example, using HD video has become very affordable and feasible with increasing bandwidth, VOIP, proliferation of PDA phones, and most importantly, social trends among young consumers, to text, and use technology more than the older generations. 

Make sure you clearly define what your product or service:

The product is a clickable AV streamable recording in removable media such as CDs, DVDs, SD cards & Memory sticks, playable in portable devices such as cell phones and PDAs automated lecture transcripts (using software such as Dragon Naturally speaking, and court reporting remote transcription & subtitles) and translations (using automated translation software).  The service is installing, programming, testing, training, monitoring, maintaining, updating & upgrading, advertising and developing the systems that support the production of the videos.    If you have a prototype of your product, make that clear, too:   We have produced several prototypes that are hosted on Google Video.  Additional products are the assessments (tests and quizzes) Q&A (Questions and Answers) mapped to the videos, and related software that scores, grades, and records results in a grade book file on the web server and a local device, such as PDA, PC, or Phone, and custom burns DVDs based on the test questions that an individual failed to answer correctly in prior tests.  In addition, such software sends messages to students, and instructors concerning their assessment scores and activities.

It's OK if your idea exists only on paper:

We have published several dozen papers and workshops about the project in various journals, as well as on Google Video.  When preparing your plan, include these details, how much money will you need to get going?  It will take about $250,000 for  3 years, in addition to the work that we have already invested in it through the years.  What are your potential sources of funding? (Hint: This is important. In previous years, some great ideas didn't make it to the winners' circle because entrants hadn't thought through how they would finance their businesses.) We suggest projecting your revenue and expenses for three years.  It will take about $250,000 for about 3 years in addition to the work that we have already invested in it through the years. It will approximately double each year as we scale it to more and more organizations, which are larger and larger.  Thus, it should be about $500,000 for the 2nd year and $750,000 for the 3rd year.   Original Equipment Manufacturer (OEM) that produce the equipment are potential sources of funding since they want to promote their latest and greatest technologies, currently unknown to the targeted audiences.  Other sources of funding include universities, corporate sponsors, student, professors, and the  general public that also may be interested in promoting security and safety in training organizations. 

When will the product or service be ready for market?

It is ready to market now.  How will you market it?  We will keep teaching, writing, publishing and demonstrating it, in the academic circles.  In the future, we may start to repeat the same process in the industrial and  commercial circles, such as the trade and public press. In the future, we may advertise in the trade and public press channels such as the Miami Herald, etc.  Follow the rules: In previous years, we disqualified entries because they sent us 10 pounds of paperwork, rather than a two-page plan. Think of your plan as an executive summary.
